What you’ll learn in this article…
- Out-of-state tuition at Georgia Southwestern State runs about $10,900 higher.
- West Georgia graduates out-earn UNLV ($66,970) four years after finishing.
- Shortage-area status makes special educators eligible for Teacher Loan Forgiveness.
Special education master's degrees vary widely in price, and the cheapest ones tend to be built for teachers already standing in a classroom.
Georgia Southwestern lists $271 per credit, $8,943 in-state for the full M.Ed.; Albright charges a flat $1,540 wherever you live. Accreditation and license eligibility deserve as much scrutiny as price, and these rates are published graduate tuition before aid, so confirm them with each program.
Tuition for thirty-three credits is one number. Fees, unpaid clinical hours, and a state license the degree may or may not confer are the rest. A $5,000 program that only re-certifies what you already hold saves nothing.

Admission is comparatively forgiving, with an alternative path for applicants below the standard GPA cutoff. Fully online option

| #10 | The University of Texas at El Paso | El Paso, TX | $5,000 – $10,000/yr (est.) | ||
The University of Texas at El Paso is a public research university on the U.S.-Mexico border, and its M.Ed. in Special Education pairs an 18-hour online core with a 12-hour specialization in bilingual special education or social-emotional learning. What Goes Into Our Affordability Score
An advertised low sticker price and a genuinely affordable degree are two different things. One lives on a brochure, the other follows a teacher through a first contract, a licensure renewal, and a decade of paychecks.
What the Score Rewards
Several inputs work together to answer two questions: what does this program cost, and what does a graduate keep afterward?
- Graduate tuition and fees: the published cost of the program before any financial aid, assistantship, or district reimbursement. That is graduate tuition, not the discounted figure a financial aid office quotes.
- Graduation rate: reported for the whole institution, so read it as "schools offering this program graduate X% of their students."
- Program-level debt: how much borrowing graduates of this specific program typically carry.
- Earnings: reported on a stated timeline, four years after finishing, so early-career salary does not get mistaken for mid-career pay.
When a Number Is Missing
Not every special education program publishes debt or earnings for its own graduates; federal reporting often groups them with other master's degrees or holds back small cohorts. Those programs still appear on the list, with a card that simply leaves the missing figure out. A blank there is not a penalty and does not hint at weak outcomes. It means the program has not published the number, and we do not estimate it.
All-in Cost: What Tuition, Fees and Books Add up To
All-in cost is per-credit tuition and mandatory fees multiplied by the credits you actually need, plus the one-time expenses a special education program requires. The published per-credit rate is only the starting point.
From per-credit rate to program total
At the University of Nebraska at Kearney, the 2026-27 rate is $369 per credit for residents and $591 for nonresidents. The standard program is 36 credits. Tuition alone comes to $13,284 in state or $21,276 out of state; UNK's published two-year estimates of $15,397 and $23,389 include $2,113 in estimated fees. Some emphasis areas require more than 36 credits, so confirm your track.
Public universities split resident and nonresident rates. Private universities typically publish one rate for everyone, so the in-state discount disappears. A few public programs add program-specific charges. George Mason lists a separate $683 per-credit rate for Virginia PK-12 educators, a restricted discount, and its mandatory fees can push the effective per-credit charge above the base rate.
The extras that do not appear in the tuition line
UNC charges $695 per credit and reports no student or technology fees, though individual courses may add assessment, course, participation or supervision charges for extra services or materials. Sam Houston State publishes a low in-state tuition rate but also lists designated tuition, institutional services, and student service charges per credit1; ask which apply to your program. Budget separately for books and digital materials, background checks, practicum or supervision fees, licensure exam fees, and a graduation fee. Amounts vary by state and program, and many are not posted on the tuition page. UNK's estimate, for example, excludes indirect costs.
Build your own one-line estimate
Open the school's current tuition-and-fees page and write one line: (per-credit tuition + per-credit mandatory fees) x credits + books + one-time program costs. Use the rate that matches your residency and program track. Then call or email the program coordinator for the missing items, especially practicum and licensure fees.
How Much More Do Out-of-State Students Pay?
Residency can more than triple the tuition bill at some public universities. At Georgia Southwestern State and Albany State, out-of-state graduate tuition runs roughly $10,900 higher than the in-state rate. Albright College charges $1,540 no matter where you live, and Eastern New Mexico adds only $1,774 for nonresidents. That makes both strong picks for online students who live outside those states. Fort Hays State and Southeastern Oklahoma State fall in the middle, with nonresident rates more than double their in-state rates. Before you apply to an online program, ask whether distance learners pay the in-state rate, the out-of-state rate or a separate online rate.

Debt, Monthly Payments and Earnings Compared Across Programs
Federal College Scorecard data from the U.S. Department of Education shows how much graduates of each program typically borrow, what that debt costs per month on a standard 10-year repayment plan, and what they earn after finishing. The University of Texas Rio Grande Valley posts the lowest median debt at $15,000, about $171 a month, while University of West Georgia graduates report the highest median earnings four years out at $74,278. Programs appear in order of median debt, lowest first.

| Texas A&M University-San Antonio | San Antonio, TX | $29,092 | $331 | $57,080 | $61,312 |
| University of Nevada-Las Vegas | Las Vegas, NV | $30,875 | $351 | $58,038 | $66,970 |
| Texas Woman's University | Denton, TX | $31,992 | $364 | $57,313 | $61,736 |

Forty-five states designated special education as a teacher shortage area in the U.S. Department of Education's 2024-25 Teacher Shortage Areas data. That designation is also what makes these roles eligible for federal relief: Teacher Loan Forgiveness and TEACH Grants are tied to teaching in a listed shortage field at a qualifying school.
What Graduates Earn Four Years After Finishing
