Master's in Curriculum & Instruction in California

Compare cost, format, and outcomes to find the right fit for your teaching goals

What you’ll learn in this article…

  • CSU tuition totals roughly $10,000 to $17,000 on 2026 published figures.
  • Fresno's core courses meet weekly, in person or over Zoom.
  • Multiply per-unit rates by total units before comparing private and CSU costs.

A California teacher with a clear credential and a full classroom load usually wants the same three things from a master's: evenings or weekends that fit around grading, a bill that doesn't rival a year of rent, and a title that leads somewhere, such as coach, curriculum lead or department chair. CSU campuses and private universities answer those needs very differently.

Each program below is ranked with that tension in mind, and the entries weigh true cost, format, GRE and credential rules, and what completers earn afterward.

A curriculum and instruction master's is an academic degree, not a teaching credential; that distinction shapes what each program can and cannot do for you. Many districts still require the credential before they will place anyone in a classroom.

10 California Curriculum & Instruction Master's Programs Worth Shortlisting

California's curriculum and instruction master's market splits into two price worlds: CSU campuses charging single-digit thousands per year in graduate tuition, and private universities charging several times that. The ten programs below run from those that slot most easily around a full teaching contract, like Sacramento State's one-year online degree and Fresno State's evening hybrid core, to fully online options built for teachers who never come to campus. The list closes with a Camarillo program worth knowing about that is not currently enrolling new students.

California State University-Sacramento
Sacramento, CA$10,000 – $20,000/yr (est.)Practicing teachers who want fully online study

Sacramento State runs one of the state's most affordable and most flexible curriculum and instruction master's, built for teachers who are already standing in a classroom. The 24-unit degree can finish in a single year, with a fully online cohort offered through the College of Continuing Education and three start terms a year. Coursework pairs action research with curriculum design, so assignments tend to feed straight back into your own school site.

  • $565 per unit, or $13,560 total program tuition
  • 24 units, completable in as little as one year
  • Fully online, roughly 25% synchronous and 75% asynchronous
  • Three start terms a year: fall, spring and summer
  • Requires current classroom access as a practicing teacher
  • 3.0 GPA minimum plus two letters of recommendation
  • $70 application fee and a $50 departmental fee
  • Transfer up to 6 units into the degree

Fresno State offers a non-cohorted, 30-unit master's that is unusually customizable: half the degree is electives drawn from educational technology, literacy, research methods, mathematics, early childhood education, and program evaluation. Core classes meet one evening a week, either in person or over Zoom, and students can add a concurrent Certificate of Advanced Study in Educational Technology or in Research Methods. It also reports graduate earnings four years after finishing, which most programs in this category do not.

  • 30 units, non-cohorted, with up to nine units transferable
  • 15 units of electives across edtech, literacy, math and more
  • Core courses meet once weekly, in person or over Zoom
  • Concurrent Certificate of Advanced Study in Educational Technology
  • Concurrent Certificate of Advanced Study in Research Methods
  • All coursework must be completed within five years
  • Electives can include administrative services credential courses
  • Median earnings $86,139 four years after finishing (2022 data)

Stanislaus State names the degree Curriculum and Instruction outright rather than burying it as an option, and its 12-unit concentration structure lets teachers build the master's around multilingual education, education technology, reading, special education, or elementary and secondary teaching. The 18-unit core leans on educational research, action research, and technology integration, and a written project or thesis with an oral defense closes the degree. It suits credentialed teachers in the northern San Joaquin Valley who want a specialization on the transcript, not just a general master's.

  • 30 units: an 18-unit core plus a 12-unit concentration
  • Concentrations include multilingual education, edtech, reading, special ed
  • Teaching credential required; coordinator may waive case by case
  • Written project or thesis plus an oral defense to graduate
  • Classified standing adds two recommendations and a faculty form
  • Writing competence shown by CBEST, CSET, or GRE writing scores
  • Graduates need a 3.0 GPA, with no grade below C in courses

Jessup is a private university in Rocklin, northeast of Sacramento, and its MA in Education carries a Curriculum and Instruction pathway inside a 36-unit, cohort-based online degree. Classes run seven weeks at a time, one night a week, so a working teacher typically carries two courses per semester. The degree is approved by the California Commission on Teacher Credentialing and requires a thesis.

  • 36 units over 24 months in a fully online cohort format
  • $550 per unit, with federal aid available at three or more units
  • Seven-week terms, one night a week, about 6 units per semester
  • Thesis required to finish the degree
  • 3.0 GPA, a personal statement essay, and one recommendation
  • Approved by the California Commission on Teacher Credentialing
  • Prepares graduates for K-12, higher ed, or corporate training roles

Cal State Monterey Bay frames its MA in Education around a multicultural and social justice lens, which shapes how coursework treats curriculum and instruction theory. Students choose a one- or two-year pathway with online course options, and finish with either a thesis or a comprehensive exam. The program feeds Monterey Peninsula, Salinas City, Salinas Union High, and Alisal Union districts, and thesis writers often work on environmental or marine science education with faculty.

  • One- or two-year pathway with online course options
  • Thesis or comprehensive exam to finish
  • Multicultural and social justice lens on curriculum theory
  • Prepares teachers, department chairs, and instructional coaches
  • Thesis topics in environmental and marine science education
  • Research assistant openings with faculty available

California Baptist University in Riverside offers a Master of Science in Education with a Curriculum and Instruction concentration among five tracks that also include early childhood studies, educational leadership, special education, and transitional kindergarten. The degree is fully online and asynchronous, with accelerated courses across 30 to 34 units, so full-time students can finish in about a year. CBU is WSCUC accredited, runs three start terms a year, and offers a 20% tuition scholarship to employees of select partner organizations.

  • 30 to 34 units; full-time students can finish in 12 months
  • $742 per unit plus fees
  • 100% online, accelerated asynchronous courses with recorded material
  • One of five concentrations, alongside early childhood and ed leadership
  • Priority deadlines of May 15, November 1, and March 1
  • 20% tuition scholarship for employees of select partners
  • WSCUC accredited through the Metcalf School of Education

National University is a San Diego-based nonprofit built around working adults, and its online MEd in Curriculum and Teaching is among the most flexible entries on this list. Coursework runs about 18 months, with weekly start dates, no entrance exam, and no application fee, and it ends in a capstone built on real-world case studies. The program holds AAQEP accreditation and prepares graduates for curriculum specialist, consultant, and administrator roles.

  • Recommended 18-month completion, fully online with weekly starts
  • No entrance exam required and a $0 application fee
  • Capstone project built on real-world case studies
  • Program accredited by AAQEP
  • Roles: curriculum specialist, education consultant, administrator
  • Rolling admissions; military benefits accepted
  • One-on-one instruction, mentoring, free tutoring, 24/7 support

Cal State Long Beach's option sits inside a 30- to 33-unit MA in Education and is delivered online, a practical choice for teachers across the Los Angeles basin who would rather not drive to campus. Admission is comparatively open, accepting a 2.85 GPA with a valid teaching credential or coordinator consent, and candidates choose a comprehensive exam or a thesis. It is one of the few programs here with publicly reported earnings for graduates.

  • 30 to 33 units, with program courses offered online
  • 2.85 GPA minimum plus a teaching credential or coordinator consent
  • Comprehensive exam or thesis, with the thesis taking 6 units of EDCI 698
  • WSCUC approved for distance education
  • Advancement to candidacy after 6 units and a 3.0 GPA
  • Median earnings $100,111 four years after finishing (2022 data)

Cal State East Bay runs a three-semester, 31-unit MS in Curriculum and Instruction entirely online through its Department of Teacher Education. The structure is tight and sequenced: research seminars, four curriculum courses, an elective, and a capstone action research project written up as a synthesis paper. It is aimed at T-K-12 teachers around Hayward, and graduates move into curriculum developer, curriculum specialist, and Teacher on Special Assignment roles.

  • 31 units across three semesters, delivered online
  • 23 required units including four curriculum courses (TED 641-644)
  • 4-unit capstone: action research plus a final synthesis paper
  • California teaching credential or comparable background required
  • Up to nine semester units may transfer in
  • Careers: curriculum developer, curriculum specialist, TOSA
  • 37 program completions in 2022, the latest reported count

Cal State Channel Islands in Camarillo built its graduate education offering around a curriculum and instruction emphasis, and the catalog describes the degree as preparation for instructional leadership and doctoral study. One caveat matters for 2026 applicants: the existing MA in Education is under revision and is not currently recruiting new students, while a new 30-unit MA in Curriculum and Instruction has been proposed. Confirm the final structure and start dates with the university before applying.

  • 31 units: 12 core, 12 in the emphasis, 7 culminating
  • Thesis or comprehensive exam options
  • 3.0 GPA required; GRE may substitute for applicants below it
  • Interview plus a 500-600 word statement of purpose
  • Up to six units of credential coursework may transfer
  • Prepares for instructional leadership and doctoral study
  • Existing MA is under revision, with a new C&I master's proposed

Behind the Order: What Moved a Program up Our List

A low sticker price and a strong outcome record do not always belong to the same program, so the order balances both. Graduate tuition counted, and so did program format, since a flexible schedule matters to teachers who are still in a classroom. Completions helped show which programs are established and regularly graduate students. Where program-level earnings and debt are published, they carried weight. Institution-level context filled in the rest.

The limits are real. Graduation rates and net prices are measured for the whole school, not the master's program, so treat them as rough approximations. Some programs also lack published earnings, and a missing figure is a gap in the record, not a verdict on the program. A school with fuller reporting can look clearer than one that simply reports less.

The list also cannot measure what often matters most: the quality of instruction, how responsive faculty are, how well a cohort works together, or whether a particular focus area suits your classroom. Those only show up when you talk to people.

Use the order as a starting point. Narrow it by your credential status, budget and schedule, then ask each program's advisor for current costs, course sequences and recent graduate outcomes before you apply.

California C&I Master's Tuition: CSU Price Tags vs. Private University Bills

How much does a master's in curriculum and instruction actually cost in California? For the CSU system, roughly $10,000 to $17,000 in total tuition on the figures published for 2026. A private university can cost well beyond that.

What CSU Campuses Charge

CSU bills graduate tuition by semester load, not by the unit: $4,274 for 6.1 or more units and $2,480 for 6 or fewer, before campus fees.1 Over a year, that is $8,548 or $4,960. Published program totals vary by campus:

  • CSU Long Beach: The estimated Fall 2026 resident cost is $10,278 on the 12-credential-unit pathway and $17,292 on the standard 30-unit pathway.
  • Sacramento State: At $565 per unit, the 24-unit program costs $13,560.2 Students who need two extra electives pay $3,390 more, for $16,950 over 30 units. The source does not say whether campus fees are included.
  • CSU Fresno and CSU San Marcos: Both require 30 units, but the sources reviewed give no clear 2026 total, so confirm with the program.

Private University Math

Azusa Pacific charges $675 per unit for 2026-27. Its 45-unit, two-year program works out to about $30,375 in tuition alone.3 That program combines an M.A. in Education with a teaching credential, so it is not a like-for-like comparison with a stand-alone C&I degree. Current C&I figures for USC, Pepperdine and University of the Pacific were not confirmed, so request them directly.

Lowest Prices and Ways to Trim

The lowest published annual graduate tuition figures in the federal data here belong to CSU Channel Islands ($8,683), Fresno ($8,865), Concordia University Irvine ($8,895) and CSU Long Beach ($8,898). These are tuition before financial aid, and they leave out fees, books and credential costs. Transfer credit can also trim the bill. CSU San Marcos and Fresno each accept up to nine transfer units.

Online, Hybrid or on Campus: Matching Format to Your Teaching Schedule

Format is the first filter that matters. Most schools on this list post a fully online option, Fresno and Stanislaus describe hybrid study, and Fresno's core courses meet once a week either in person or over Zoom.

Session Times and Cohorts

Sacramento State's online cohort is roughly one quarter live and three quarters asynchronous, so there is a set meeting hour, but most work happens on your own schedule. California Baptist and Point Loma Nazarene describe asynchronous classes with no fixed session time. Sacramento keeps its online group separate from the stateside cohort, Cal State Long Beach runs one cohort through six classes, and CSUN caps its option at 18 to 22 students.

Timelines: 12 months at California Baptist, 18 months at National, three semesters at East Bay and CSULB's online pathway, and one or two years at Monterey Bay.

Degree Titles, Theses and Capstones

East Bay and California Baptist award an M.S.; Point Loma Nazarene offers either an M.A. or an M.S.; San Diego's is an M.Ed. Culminating work splits between thesis and capstone. Channel Islands and East Bay offer either, Stanislaus accepts a project or a thesis with an oral defense, CSULB's thesis is optional, and San Diego uses a capstone action research project.

Residency and the Online Rate

California Baptist and National list the same per-credit rate for out-of-state students as for California residents; Channel Islands charges more for nonresidents.

Literacy, Multilingual Learners, Edtech and STEM: Picking a Focus Area

Which concentration should a credentialed teacher choose? Start with the classroom you already work in, then pick the emphasis that deepens it. The programs here fall into four themes.

Literacy and multilingual learners

These suit teachers with many English learners or emerging readers who want to become reading specialists or language coaches. Stanislaus State and California Baptist each list five concentration options, and Cal State Channel Islands lists two. Check each program page for the exact emphasis names before you apply.

Educational technology

Fresno State lets students add a concurrent educational technology certificate to its Curriculum and Instruction option. That fits teachers heading toward technology coach or digital curriculum roles.

STEM and subject-specific work

CSU Monterey Bay lists thesis topics in environmental and marine science education, a good match for science teachers who want to lead curriculum in their field. Cal State Long Beach offers a Secondary Education option for middle and high school teachers.

General curriculum and leadership

Sacramento State stresses action research and curriculum design. Jessup University emphasizes curriculum design and instructional leadership. Cal State East Bay points toward curriculum developer and specialist roles. These suit teachers aiming at department chair or instructional coach positions. Fresno State also includes administrative services credential electives.

Pairing a concentration with your credential

A concentration deepens an authorization you already hold, such as a multiple subject or single subject credential. It does not add one. Stanislaus State requires a teaching credential for admission, so confirm your credential status before you choose a focus.

Admission Checklist: GRE, Credential and Deadline Rules

Most California C&I master's programs ask for a similar core package, but the details vary by school and by track.

  • Bachelor's degree and GPA
Expect to need a bachelor's degree. Point Loma Nazarene sets a 3.0 cumulative undergraduate GPA but reviews some applicants below that through an exceptions process. Fresno State applies a 2.75 to your last 60 semester or 90 quarter units.
  • GRE status
Many education master's programs have dropped the GRE, but policies differ. Confirm each program's current testing rule before you pay for a test.
  • Teaching credential or experience
Some tracks are built for credentialed teachers. PLNU's Reading and Literacy concentration, for example, requires a teaching credential. Career changers should look for tracks that don't list a credential and ask whether classroom experience is expected.
  • Statement and letters
Plan on a statement of purpose. Sacramento State's application includes one. Many programs also ask for recommendation letters.
  • Deadlines
Cal State Long Beach admits for fall only, with a window from October 1, 2026, to April 1, 2027. Fresno State's April 1, 2027, date is a priority deadline for fall. Cal State Fullerton reviews applications on a rolling basis and recommends applying by June 15.
  • Confirm every cycle
Deadlines, GPA exceptions and test waivers change from year to year. Verify them with each school's admissions office.

Accreditation, CTC Approval and What This Degree Is (And Isn't)

More California universities now bundle a master's with a credential pathway, which makes it easy to confuse two very different approvals. A curriculum and instruction master's is an academic degree. A teaching credential is a state authorization.

Regional Accreditation (WSCUC)

WSCUC is the regional accreditor for California colleges. It reviews the whole institution, so its status affects how employers and other schools view the degree and whether students can use federal financial aid. Statuses vary. Cal Poly San Luis Obispo and CSU San Marcos are listed as Accredited,1 while CSU East Bay is listed as Accredited with Notice of Concern after a June 2025 commission action.2 That is not a disqualifier, but ask the school what it means for current students.

What the CTC Does and Doesn't Approve

The California Commission on Teacher Credentialing approves credential programs, not master's degrees as such. Finishing a C&I master's does not by itself authorize you to teach in California or replace a preliminary credential. Whether a particular master's counts toward a clear credential, salary advancement or a specific authorization depends on the program's CTC designation and the rule for the credential you want. Confirm that with the program and the CTC directly.

Career Changers: Embedded vs. Standalone

A standalone C&I master's usually assumes you already hold a credential. Career changers generally need a credential-plus-master's route, where an approved preparation program is combined with or sits beside the degree. Ask whether the credential component is CTC-approved and whether its units apply to the master's.

Quick Verification

  • Institution: Search the school on the WSCUC website and read its current status and last commission action.
  • Program: Check the CTC list of approved preparation programs for the credential you need.
  • In writing: Ask admissions to confirm both before you apply.

What Do California C&I Master's Graduates Earn Four Years Out?

These are program-level median earnings for curriculum and instruction master's completers, shown one year and four years after finishing. Only schools with a published program-level figure appear, and institution-wide earnings are not substituted. They are medians for people who completed the degree, not a guarantee, and most graduates are working educators whose pay also tracks district salary schedules, years of service and any added credentials.

Four-year median earnings for California C&I master's completers range from $68,584 to $100,111
Check your credential status first. A master's in curriculum and instruction deepens the practice of teachers who already hold or are earning a California credential, but on its own it does not grant one.
