Master's in Early Childhood Education in California

Compare cost, format, credential alignment, and graduate outcomes across CA schools

What you’ll learn in this article…

  • San Francisco State leads, with the strongest reported graduate earnings here.
  • CSU campuses and Teachers College of San Joaquin post the lowest tuition.
  • A master's alone won't qualify you for TK; credentials are separate.

A master's in early childhood education in California is a one- to two-year graduate degree in child development, early literacy, assessment, and program leadership. It is not a license. The Commission on Teacher Credentialing issues teaching credentials, and the Child Development Permit matrix governs the Site Supervisor and Program Director levels. Each is a separate application with its own coursework and experience requirements.

That gap matters more as transitional kindergarten expands to four-year-olds statewide and districts staff those classrooms. Programs differ sharply on price, evening and online scheduling, and whether the coursework actually lines up with a credential or permit. Reported earnings for completers vary just as widely.

California's Leading Early Childhood Education Master's Programs, Side by Side

San Francisco State University comes out ahead overall: its early childhood graduates report the strongest earnings in this group, and the hybrid evening schedule is built for teachers who work during the day. Concordia University Irvine is the closest fit for anyone aiming at a transitional kindergarten classroom, since its online curriculum is organized around the state's early childhood unit requirements. National University is the pick for teachers who need to start soon, with frequent entry points and a 15-month timeline.

What Sits Behind the Order: Cost, Completion, Earnings, and Format

These rankings turn on four things a working teacher actually feels: tuition, whether students finish, what graduates earn, and whether the schedule fits around a job in a classroom. Read them as a starting filter, not a verdict.

What each measure tells you

Graduate tuition is the school-wide graduate tuition and fees figure, so compare it per credit where you can. Program completions show whether students actually finish the degree, not just enroll. Earnings and debt figures come from College Scorecard, reported at the program level where the program publishes one, which is a better signal than a whole-university average.

Where the data stops

Two limits matter before you read anything into a number. Graduation rate and net price are reported for the entire institution, so they reflect undergraduates and other departments as much as the early childhood master's. And Scorecard publishes medians only, so you see the middle of a distribution rather than a range.

The factor with no number

Format is the fourth piece and the least quantifiable. A fully online program and an evening cohort can carry the same tuition and still fit your week very differently when you are teaching full time.

Accreditation status, TK alignment, and admissions requirements were checked separately, since none of them shows up in a cost or earnings figure.

Public vs. Private Price Tags: Tuition and Debt Across California ECE Master's Programs

Public CSU campuses and Teachers College of San Joaquin post the lowest annual tuition below. Private schools such as Pacific Oaks College, Vanguard University, and National University sit at the top of the range, and higher out-of-state rates apply only at the CSU campuses. For 2026-27, CSU charges systemwide graduate tuition of $8,548 per term for more than 6 units ($4,960 for 6 or fewer), plus mandatory fees that vary by campus, and the tuition figures here come from federal reporting that can lag current rates, so confirm totals with each program before you apply.

Online, Hybrid, or on Campus: Which Format Fits a Working Teacher

Sonoma State's online M.A. meets live on Tuesday and Wednesday evenings, two courses per semester, and finishes in two years including summers. That schedule shows how much "online" can vary from one program to the next.

How the formats split

  • Online: Sonoma State, Concordia University Irvine, National University, Teachers College of San Joaquin, and Pacific Oaks College. Sonoma State and Teachers College of San Joaquin describe synchronous sessions. Concordia and National use 8-week course terms.
  • Hybrid: San Francisco State (late afternoon and evening, mixing in-person and online sessions) and Biola (offered on campus and online, about 2.5 years).
  • Campus: Cal State East Bay and Vanguard University.

Cal Baptist also runs a 100% online, asynchronous M.S. (30 units, 12 months at a full-time load)1, and CSU Long Beach has a hybrid, evening, two-year cohort M.A.

Pacing and structure

Accelerated tracks compress the calendar, not the work. Concordia lists 10 months and National lists 15 months. Pacific Oaks runs about two years full time or four part time, and its blended on-campus courses carry 30 face-to-face hours and 15 online hours per course. Cal State East Bay and CSU Long Beach both run cohorts; East Bay's runs four semesters with the same group of students.

Which fits whom

Full-time preschool staff usually do best with evening or asynchronous delivery: Cal Baptist for flexibility, or Sonoma State, San Francisco State, and CSU Long Beach if fixed evening meetings work with your job. Career changers who need supervised practice should look at Cal State East Bay's field-based practicum and seminar, Vanguard's PK-3 preliminary teaching credential, or Biola, whose fieldwork follows state clinical-hour rules. Biola's degree is non-licensure and lists a preliminary credential or equivalent experience as an admission requirement, so confirm fit before applying.

What could not be verified

CSU Channel Islands is fully online, but its page does not say whether sessions are live or recorded, whether there is a cohort, or how long completion usually takes. Pacific Oaks does not clarify online synchronous expectations or any residency. No program here has a confirmed in-person residency requirement. Ask each admissions office directly before you commit.

Does a Master's Satisfy TK Teaching Requirements in California?

Not automatically. A TK teacher in California holds a multiple- or single-subject teaching credential and also meets the state's early childhood preparation requirement. A master's degree counts toward that second piece only to the extent its coursework covers early childhood education or child development (ECE/CD) units.

What the Rules Say

Under Education Code §48000(g)(4), as summarized by the California Department of Education, credentialed teachers first assigned to a TK classroom after July 1, 2015 had to meet the preparation requirement by August 1, 2025. That deadline has passed, so teachers taking TK assignments in 2026 should already fit one of three pathways, per the California Commission on Teacher Credentialing (CTC) assignment guidance:

  • Coursework: at least 24 semester units in ECE/CD, or an equivalent such as a degree with a CD or ECE major (or similar, with a strong birth-to-age-five emphasis) from a regionally accredited institution.1
  • Experience: comparable preschool classroom experience, as determined by the district or charter.
  • Permit: a CTC Child Development Teacher Permit.2

Not every TK teacher satisfies the requirement with exactly 24 units. Graduate-level ECE/CD courses can qualify if they come from a regionally accredited school, but a master's in a general education field does not establish the units by itself.

What a Master's Does Not Provide

A master's is not a teaching credential. Credential programs are a separate application and a separate set of requirements. Among the schools here, Vanguard University pairs its early childhood M.A. with a PK-3 Preliminary Teaching Credential, while Biola's early childhood M.A.Ed. is explicitly non-licensure. Check which kind of program you are entering. If you only need units, community college TK certificates, such as those at Glendale Community College and Moorpark College, are another route some teachers use.3

Questions for a Program Advisor

  • Which specific courses map to ECE/CD units, and how many semester units is each worth?
  • Is the institution regionally accredited?
  • Will my employing district or charter accept those courses in writing?
  • Does the program include a credential, or must I apply to one separately?
  • Would a Child Development Teacher Permit be a better fit for my situation?
Earning the master's degree does not make you a TK teacher or a program director. The credential or permit is a separate application, filed with the state, and you file it yourself.
