What you’ll learn in this article…
- Florida Atlantic leads on cost: $6,693 yearly resident tuition and fees.
- These degrees are built for teachers who already hold Florida certificates.
- Florida International University graduates post the highest reported median earnings.
Public vs private is the first fork for Florida teachers weighing a curriculum and instruction master's: state universities charge a few thousand dollars a year in graduate tuition, while private schools such as The University of Tampa, Barry University and Florida Southern College run well into five figures. Format matters too, since many working teachers need online or evening options.
The bigger question is what the degree actually changes. It does not issue a first teaching certificate, and a salary bump depends on the district's schedule.
Programs below draw on federal data (College Scorecard, IPEDS) plus details from each school's own pages. Most districts reward advanced degrees, but only by set amounts.
10 Florida Curriculum & Instruction Master's Programs Ranked by Value
Florida's curriculum and instruction master's programs split into two clear camps: public universities charging a few thousand dollars a year in graduate tuition and private institutions with five-figure price tags. This list walks through both, with delivery format, concentrations, and one distinguishing feature noted on every card. Schools offering this program report graduation rates from 38% to 91%, a range worth keeping in view as you weigh cost against completion odds.

| |||||
| #4 | University of South Florida | Tampa, FL | ~$10,000/yr (est.) | ||
South Florida offers three distinct routes under one degree: College Student Affairs for higher education roles, plus Mathematics Education and Social Science Education for K-12 teachers. The College Student Affairs cohort caps at 15 to 20 students and includes a required graduate assistantship and summer practicum. Graduate tuition is $6,410 in state and $17,324 out of state.
| |||||
| #5 | University of North Florida | Jacksonville, FL | $10,000 – $15,000/yr (est.) | ||
North Florida bundles a graduate certificate into the 15-credit concentration, so teachers stack literacy, STEM, TESOL, or teacher leadership credentials on the way to the degree. The 12-credit core covers multicultural and urban education plus an introduction to teacher inquiry. Graduate tuition is $6,389 in state and $20,793 out of state, and a three-credit action research course closes the program.
| |||||
| #6 | Florida Agricultural and Mechanical University | Tallahassee, FL | ~$10,000/yr (est.) | ||
Florida A&M's hybrid M.S. carries five concentrations, including Instruction, Learning and Assessment, Minority and Urban Education, STEM Education, and Music Education. Graduate tuition is the lowest on this list at $5,785 in state, with out-of-state tuition of $17,725. Named outcomes run from district curriculum coordinator to curriculum evaluator and non-school curriculum designer.
| |||||
| #7 | Florida International University | Miami, FL | ~$11,000/yr (est.) | ||
FIU's M.S. requires at least 30 credits and offers seven tracks, among them Curriculum Development, Learning Technologies, and Mathematics Education, with Curriculum Development and Elementary Education also available through FIU Online. Graduate tuition is $6,565 in state and $18,964 out of state. Program graduates reported median earnings of $66,189 four years after completion.
| |||||
| #8 | University of Florida | Gainesville, FL | ~$13,000/yr (est.) | ||
Florida's flagship pairs a campus-based M.Ed. with three concentrations: Educational Technology, Teacher Leadership for School Improvement, and Teaching English as an Additional Language. The educational technology track is fully online and requires no entrance exam. Graduate tuition is $6,381 in state and $28,659 out of state, and graduates reported median earnings of $66,003 four years after completion.
| |||||
| #9 | The University of Tampa | Tampa, FL | ~$13,000/yr (est.) | ||
The University of Tampa's private, 100% online M.Ed. can be finished in as little as 13 months, and tuition is $34,408 for every student regardless of residency. Faculty are former teachers holding doctorates, and the program keeps long-standing ties with Tampa Bay school districts. A 4+1 bachelor's-to-master's option and guaranteed admission for UTampa alumni shorten the runway further.
| |||||
| #10 | Barry University | Miami, FL | $15,000 – $20,000/yr (est.) | ||
Barry's 36-credit program meets mostly in accelerated seven-week hybrid blocks, two courses a semester, finished over two years of evening study. Six specializations include Montessori early childhood and secondary tracks alongside math, English, and social sciences. Tuition is $34,350 flat, and a GPA under 3.0 normally triggers a MAT or GRE requirement.

What Went Into the Rankings (And What Didn't)
Public data can narrow a shortlist, but it cannot finish the job. The comparisons draw on two federal sources, College Scorecard program-level outcomes and IPEDS institutional data, and each carries limits worth knowing before you lean on a number.
What the Numbers Mean
- Graduation rate: This is institution-wide, so it reflects the whole university rather than the master's program you would join.
- Tuition: Figures are graduate tuition before aid, so what you actually pay may shift with assistantships, employer tuition benefits, or scholarships.
- Earnings: Scorecard earnings are medians for program completers in a stated window after finishing, not a promise for any one graduate.
What the Data Cannot Show
Federal sources do not report per-credit rates, and they say little about admissions details such as test requirements, GPA minimums, or application deadlines. Those items came from school program pages, which can change between admission cycles. Treat them as starting points, not final answers. Concentrations, formats, and certification pathways also depend on what each school currently publishes.
How to Use the List
Shortlist by cost and format first, then confirm every detail directly with the school before you apply, including the residency rules that set your tuition.
Cheapest Florida Master's in Curriculum & Instruction: Total Cost and Residency
Florida Atlantic University has the cheapest program on this list, with annual graduate tuition and fees of $6,693 for Florida residents in federal data, ahead of the University of Central Florida ($8,872) and Florida Gulf Coast University ($8,961). UCF publishes per-credit rates of $369.65 in-state and $1,276.48 out-of-state, which puts its 33-credit M.Ed. at about $12,198 for residents and $42,124 for nonresidents in tuition alone, before fees. UCF also notes that newly admitted students who complete the program exclusively online may receive a reduction in campus-based fees, but it does not post a separate online tuition rate, so out-of-state online students should expect the standard out-of-state rate unless the school says otherwise. Rates change each term, so confirm the current figures on each school's bursar or tuition page before you budget. The lowest sticker price is not automatically the best value. UCF has temporarily suspended admissions to this track, and it matters more whether a program's concentrations, delivery format, and capstone fit your classroom or leadership goals.

Will This Degree Get You Certified or Paid More as a Florida Teacher?
Short answer: a curriculum and instruction master's is built for teachers who already hold a certificate, not for people trying to earn their first one. Florida does not treat the degree itself as automatic initial certification, so it pays to know what the credential can and cannot do for you before you enroll.
Initial Certification vs. Advanced Study
The Florida Department of Education issues certificates based on subject coverage, educator preparation, subject-area knowledge and other State Board requirements.1 A curriculum and instruction master's can count toward eligibility only when it is part of an approved educator-preparation program or otherwise meets specific professional-preparation requirements.1 Most programs, including the M.Ed. and M.S. options at schools like the University of Central Florida, Florida International University and Barry University, are designed to deepen the skills of working teachers. Career changers usually need a separate initial-certification track or an approved alternative route.
Professional Certificates and Endorsements
The Professional Certificate is Florida's standard renewable credential.1 If you have not met every requirement yet, you may qualify for a Temporary Certificate while you finish the remaining items the state identifies. Earning a master's does not close that gap by itself.
Endorsements work differently from a degree. They are add-ons to an existing valid Temporary or Professional Certificate and cannot stand alone:2
- ESOL: Earned through qualifying coursework or an approved district inservice add-on program.3
- Reading: Earned through coursework or, in some circumstances, an exam score.4
- Renewal: For Professional Certificates beginning July 1, 2020 or later, renewal includes at least 2 college credits, 40 inservice points, or a combination in science-of-reading instruction.5
Apply to the Bureau of Educator Certification before starting endorsement coursework so your Statement of Status of Eligibility spells out exactly what you need.
How the Degree Affects Pay
Salary impact is set district by district.1 Florida districts build salary schedules under the state's performance-based pay rules, and those schedules commonly include separate lanes for bachelor's, master's, specialist and doctoral degrees. Whether a curriculum and instruction master's moves you into a higher lane, and by how much, depends on your district's current schedule and on how it weighs degrees against your certification area. Pull your district's published schedule and confirm with HR before counting on a raise.
Your Next Step
If you are changing careers, ask each admissions office one question before applying: does this program include a state-approved initial-certification track? If the answer is no, look for a program that does, or plan to complete certification separately.

Admission Requirements and Deadlines at a Glance
Most Florida curriculum and instruction master's programs share a core set of requirements, but GRE rules, letters and certification expectations differ by school. Confirm each item on the program's own admissions page before you apply.
- Bachelor's degree and GPAExpect to need a regionally accredited bachelor's degree and a GPA of about 3.0. Florida A&M calculates its 3.0 minimum over the last 60 undergraduate credits. Florida Southern College looks for a cumulative 3.0.
- GRE policyFlorida A&M requires the GRE with official scores. At Florida Southern, a composite GRE of 297 can stand in for the academic threshold if your GPA falls below 3.0. Ask each school directly about waivers.
- Recommendation lettersFlorida A&M asks for three professional references from former professors or employers, written on letterhead and addressing your readiness for graduate study.
- Statement of purposeMany programs ask for a personal or professional goals statement. Tie yours to your classroom experience and your curriculum goals.
- Teaching certificateFlorida Southern's M.Ed. in Transformational Curriculum and Instruction requires a current Florida Professional Educator Certificate. If you aren't yet certified, check this requirement early.
- Transfer creditTransfer allowances tend to be small. Florida Southern's 4+1 pathway lets up to 6 senior-year graduate credits count toward both degrees, but that is not its standard M.Ed. transfer limit.
- Fall, spring and summer deadlinesDates vary by school and term. Florida Gulf Coast lists May 1 (fall), October 1 (spring) and March 1 (summer), but those are tuition-waiver deadlines, not necessarily admission cutoffs.
