What you’ll learn in this article…
- Graduate tuition runs from $11,398 at CUNY Hunter to $25,990 at LIU.
- Fordham, Brooklyn and Hunter grads typically repay $241 to $264 monthly.
- Brooklyn College and Hunter College offer combined SBL and SDL tracks.
A master's degree in educational leadership and a New York administrator certificate are two separate credentials. Most programs bundle them: 63% of New York programs prepare students for both certificates, while 37% lead to the School Building Leader certificate alone, a distinction that tends to surface only after the tuition is paid.
The schools ranked here include public CUNY campuses and private institutions such as Fordham and Teachers College, in both online and campus-based formats. Cost, debt, and admissions expectations differ just as widely.
The state, not the university, decides who can hold a principal or assistant principal title, so certification has to be checked first.
SBL or SDL? What Each New York Leadership Certification Actually Lets You Do
Two certificates, two levels of leadership
New York issues two separate administrator certificates. The School Building Leader (SBL) certificate is for people who run a single school: principals, assistant principals and other building-level supervisors. The School District Leader (SDL) certificate is for superintendents, assistant superintendents and central-office leaders who oversee many schools at once. NYSED treats the two as distinct credentials that are not interchangeable, so holding one does not qualify you for the other's positions.
How the pathways differ
- SBL: The usual route to the Initial certificate has three parts: complete a NYSED-approved SBL program with your college's recommendation, log at least three years of teaching or pupil personnel service, and pass both parts of the NYSTCE School Building Leader assessment (the September 2013 or May 2019 version). The Professional certificate then requires three years of educational leadership experience and a mentored first year.
- SDL: An approved SDL program leads to the Professional certificate. You need at least three years of teaching, pupil personnel or leadership experience, and certain pathways require a School Leadership Assessment or a waiver. Comparable out-of-state programs must show 27 graduate credits in school leadership, an internship and 60 graduate credits overall, compared with 21 leadership credits for SBL.
Both Professional certificates require 100 hours of continuing professional development per five-year registration if you practice in New York.
Confirm the credential before you apply
Program titles can mislead. Brooklyn College offers an SBL-only track alongside a combined SBL and SDL M.S.Ed., and Hunter College labels its program SBL/SDL. Niagara University lists a general Educational Leadership M.S.Ed. next to a version with School Building Leadership. Pace University's School District Business Leader track leads to a different credential altogether. Ask admissions which certificate the program is approved for and whether graduates receive an institutional recommendation.
A quick rule of thumb: aspiring principals start with SBL, while district-level goals call for SDL or a combined track. Requirements change, so verify the details on NYSED's School Building Leader Certificate, School District Leader Certificate and School Leadership Assessments pages.

Behind the Order: What We Weighed and What the Data Can't Tell You
Some of the numbers behind this order describe the whole university, not the leadership program you are considering. Knowing which is which keeps you from overreading a rank.
Four factors shaped the order: cost, graduate outcomes, certification pathway and delivery format. Each has limits worth knowing.
- Cost: Tuition is the published graduate tuition and fees before any aid. It is not net price, so scholarships, employer benefits and district tuition discounts will change what you actually pay.
- Outcomes: Graduation rate and institution-wide earnings describe the school as a whole, not this master's program. Where the College Scorecard publishes earnings and debt for the program itself, we use those figures instead.
- Certification and format: Whether a program leads to School Building Leader, School District Leader or both, and whether it meets online, on campus or in a hybrid, comes from the school's own pages.
That last point matters most for your planning. Credit totals and certification eligibility come from school pages, not from federal data, and both can change between catalog years. Before you apply, confirm the credit count and the exact New York certification each track qualifies you for with the program office.
Graduate Tuition at New York Leadership Programs, Side by Side
Annual graduate tuition at these New York educational leadership programs runs from $11,398 at CUNY Hunter College to $25,990 at Long Island University, a gap of $14,592 a year. CUNY schools charge New York residents less than any private option here but bill out-of-state students more than $20,000. Hunter is the only school whose per-credit rate is confirmed: $470 per credit for state residents in 2025-26, plus a $50 per-credit School of Education fee, or about $16,640 for its 32-credit SBL/SDL program. All figures are graduate tuition, not net price, so grants and scholarships will lower what many students actually pay.

Admission Requirements: Experience, Certification, GPA and GRE
New York leadership programs that lead to building or district certification expect you to arrive as an experienced, certified teacher. Here is what published admissions pages ask for.
- Degree and GPAPlan on a 3.0 minimum. Queens College, Stony Brook and Adelphi set 3.0. Touro asks for 3.0 in both undergraduate and graduate work, and Queens applies 3.0 to both the bachelor's and master's degree.
- Teaching experienceThree years is the common benchmark at Queens, Stony Brook, Touro and Adelphi. Queens counts full-time teaching in public, private, parochial or college settings, with at least one year in the past five. Brooklyn College lists three years of classroom or pupil-personnel service as preferred, not absolute.
- Prior certificationExpect to show one. Stony Brook requires NY Permanent or Professional certification, Touro accepts Provisional or Permanent, Adelphi requires NY teacher certification, and Brooklyn accepts a NY or other-state certificate. Without certification or experience, confirm eligibility with each program directly before applying.
- GREGenerally not needed. Touro notes that New York no longer requires it for graduate leadership programs, though scores may be submitted for holistic review.
- DeadlinesBrooklyn lists July 15 (fall) and December 5 (spring), also described as rolling. For 2026, Stony Brook lists August 10 for fall online and cohort students, January 5 for spring and May 1 for summer. Albany admits on a rolling basis.
Start with the job you want, not the school you like. Confirm whether a program leads to School Building Leader, School District Leader, or both before you compare tuition, format, or rank.
